Default Heat/AC question 1999 300m

I have a 99 300M which the heat never really gets hot and the AC never really gets cold on. I can put the heat on 90 and it feels like its about 75 and it does get a little warmer when I am driving but if I stop at a red light you can feel it get cooler just setting there. The AC is the same way. Is this just an issue with this model or is there something I can do to fix or make it better. Ive had the car for about 4 years and love the car but wish I could get this issue taken care of.

Any Ideas???

I did a check because it was only blowing cold air with the heater on and got a code 23 so did a recalibration and its blowing warm air again but still not hot like it should. Guess I need to change the blend air motor, not looking forward to that job!

Thanks
