Are you referring to the Chrysler Starscan or some other scan tool ?

Yes that is one way of doing it
I was wondering about that though. What happens if lets say I have it taped there and start the car and while I am driving around and the tape loosens and falls off Is the engine going to cut off while I am driving ?

That would be breaking the law. You must go to dealer with proper ID and proof of ownership to acquire that pin number.

Actually it was a little bit easier than that
I believe I sent an email from a dealer website asking for the pin number and they gave it to me
I was able to use it to program a spare key with my startscan since I only had one key
Saved a few bucks by programing it myself

I don't remember the exact website but I don't think that is important if you are the legitimate owner of the car Here is how I got it

I first contacted the Chrysler customer assistance center with my request and they said
"Unfortunately the information you are seeking is unavailable over this form of communication.
To further assist with your request, we advise speaking further with
your Authorized Dodge Dealership. They will be able to further review
the records on your vehicle and further assist with the information you
are seeking."

So that's what I did I just sent an email to my local Dodge dealer and they sent it to me
I should mention that I previously ordered quite a few parts online for my car from them so they have my address and credit card info on file since I registered on their website so it's not like this is the first request I made

why i was asking is because I wanted to see if it was Chrysler them self giving it out or a dealer or some aftermarket place because the skim code is a propitiatory system and not just any one can get the codes. If they could what would be the point in having the system installed any way?

Because the code is tied to the vin only the dealer would have access to that kind of information I don't think an aftermarket place would have that information
It's just a matter of to whom they give out the information You may have to go to the dealer with some proof of ownership if this is the first thing you are asking but if you are an established customer they might give it to you by email

I am fully aware of how this works I have worked for Chrysler for 15 years
I wanted to make sure there was not a site that had hacked into the data base some how and got pin numbers.

I thought I'd add the obvious to your post.

BTW, my 99 concorde, with the 98 modules died. Well temporarily - the 98's have some bug or glitch that makes them randomly 'go nuts' and the factory security, gauges, bong bong sound maker, and loss of the ability to run for more than 5 seconds - makes the car undriveable. I just got a pair of 'new to me' 98 modules (matching junkyard PCM and BCM) and problem was solved. Others have had this identical problem (only in 98's though). And it took 100,000 off the car...

Oh yeah, and my 3.2 timing belt broke, WHILE IDLING, and theere was no damage. I love non interference motors. Plus my 4 vlave 3.2 makes 225HP, a SUPERCHARGED GM 3.8 (2 valve, but it;s BLOWN) is rated at 205 HP... Gota love it!
