Neutral safety switch?

Neutral safety switch?
I've been having problems with 00 concorde, and I suspect that I have an electrical short. Have tested battery, starter, alternator & connections are all tight and clean. Noticed today that car can be cranked in park or neutral. Is that normal, or a sign of a faulty neutral safety switch? Sometimes car looses all power when attempting to crank & sometimes takes a while to actually catch. Any help on this?? Thanx
