Default 02 2.7L Sebring Trans Issue

Hey everyone, I have an 02 Sebring with about 130k miles on it. The trans has been recently rebuilt due to it sticking in 2nd gear. Well the car came back and it worked fine, seemed like some of the shifts were too harsh to be normal. That's not the issue though, every once in a while it would stick in 2nd again, but by going through the gears or turning the car off at lights, it would go back to normal. Anyways, a couple weeks ago i was driving down the highway, had the cruise set at 60 and the car started to stutter a bit, i gave it some gas and it shot all the way to 6k, almost like it was in neutral. I pulled over and the car refused to start after that, I get P0700 as the only new code(has one of the 02 codes), and thats Transmission Control System Malfunction......anyone have a clue as to why the car wouldn't start? Maybe the neutral safety switch?

Going into 2nd gear is what they do when they sense a problem. Shutting the car off resets it.
