2004 sebring sedan leaking water

Default 2004 sebring sedan leaking water

I have bought a used 2004 sebring that is leaking water into passenger foot well only when it rains.
I checked the ac...not the issue.
I removed wiper arms and the cowl.
When I take a water hose and run water down windshield, it looks as if the drain holes are draining to water behind the front wheels fine.
If you stand in front of the car, the area to the left inside the cowl, when that corner section gets wet, it is the part that is leaking.
Is this little area where the cowl bottom meets the fender suppose to have an open gap? Or do I need to seal it?

I have taken the front passenger wheel off and the wheel liner.
Loads of dirt has accumulated between the liner and foam padding in the door jam.
Foam padding is soaked a quarter of the way up.
Cleaning debri up and does anyone know of a replacement for the foam or just let it dry out and put same back in place?
