You do understand that the fans are not supposed to work all the time, right? If it's as cold where you are as it is here I would not expect either the fans or the A/C to be working. The fans are only supposed to work when the coolant temperature gets above a certain temp. But if the coolant temperature sensor is not immersed in coolant, it won't read correctly. Check your coolant level and make sure it's up.

I understand cooling systems. Every thing that I have tried I make sure that the coolant temp is above normal operating range to see if it is working. The Coolant temp sensor that I replaced did leak some fluid during instilation but I made sure that the system had the appropriate amount of fluid to function afterwards. Im still stumped though. Im about to see if the compressor will even turn on with a jumperwire. Im still leaning toward a faulty sensor somewhere in the ac system not making the connection so if I can rule out the compressor as the issue Ill start walking bakwards from there. I think the fans should come on automaticly when the compressor clutch engages.

Ok so I used a jumper wire to the compressor and It started working just fine. Its a little on the noisy side but I dont have much of a charge in the ac system and not a lot of oil in the compressor. So I took the jumper wire off and the compressor worked when I switched the ac system on all by itself. The fans also came on when I turned the ac on. So other than the low charge in the ac system the whole thing seems to be working fine now for some reason. Im going to recharge the system with refrigerant and oil and see if that cures the noisy compressor. I guess it just needed a jump to get the system working again. The fans come on and the ac compressor switches on. I just did a conformation check and let the car idle untill it reached the temp level that the fans should come on and they did. Because regardless of how hot or cold it is outside when a car is at idle it will overheat, unless your talking sub zero temp. Anyways the piece of **** works for now I just cant wait to get rid of it. Thank you very much for all of the help without it I would be chucking wrenches into the windshield. I really appriciate the prompt answers.

The fans are not supposed to come on every time the A/C clutch engages. They only come on when the engine coolant temperature requires it or the A/C pressure reaches a certain level. They have two speeds, each controlled by a separate relay in the power distribution center under the hood.
The automatic transmission temperature also influences the fan operation, which is controlled by the engine computer.
Your overheating problem is a separate issue. You may have a clogged radiator (inside or out), collapsed hose, blown head gasket, etc. It should be investigated.

The high and low speed fans (through their respective relays) as well as the A/C compressor clutch (through its relay) are powered through that fuse. You need to check those components and their circuits to find out why that fuse blew. Once you figure that out, you are a long way toward solving the problem.
