I have a sebring 2008 CRD Touring (europeen model) my turbo is broke and i would like to replace him myself. is there somewhere motor plans where i can see what to build out first and than next? and do i need special tools to do the job?

You may not get much response to your question in this board. While there are some people from around the world who post here, most of the members are from the US. Chrysler did not sell the diesel engine Sebring in the US so we have no experience with it over here.
If you can find a service manual for your vehicle, it will show special tools required. You can then decide for yourself whether you are up to the task.
Sometimes service manuals show up on eBay. You may be able to track one down on the internet, but if you pay full price for a set, it will be expensive.
The regular US version of the service manual will probably not discuss the European engines.
