Thanks for the reply, I find this forum very usefull.
I am assuming then there is no chance it is the 02 sensors.
The code says that it is bank 2.
Is that the front or rear converter, I am assuming following the laws of Murphy it will be the back side of the engine against the firewall. Not the easy front converter.

Thanks for all the help.
I have cleared the codes and will wait to see if they set again (I am sure they will). If they do I will order a new converter from my favorite online parts store.
The car is way to reliable to give up at this point, I must fix it.

OK, here is an update on my problem.
I cleared the code and it came back in about 5 miles of driving. I filled up with gas and the next day just for the heck of it I cleared the code again. I have driven a couple of hundred miles so far and the code for the catalytic converter efficiency has not returned. I was able to get the car through emmisions without any problems. Is it possible that I had some bad gasoline that was causing this problem. As of right now the car is running perfectly just like new.

If it ain't broke, don't fix it.
The code sets if the readings from the upstream and downstream O2 sensors are sufficiently close together that the computer concludes that the cat converter is no longer working well. It could be caused by replacing one of the sensors so that you have the computer comparing the readings from a new sensor to the readings from an old one and drawing the wrong conclusion. If you're concerned, you could try replacing both sensors. If the code comes back after that, then it's almost certainly a problem with the cat.
If it were me, I'd do nothing unless the code comes back on its own, then I'd replace both sensors, and if that didn't work, replace the cat.

New converters needed The o2 sensors are doing there job the likely hoof both fail the same way is a million to one shot. Is a math mathematical formula based off o2 sensor voltage big and small dwell map,tps,intake air temp and coolant temp.

I agree with your point, but my post was assuming that one of the sensors had been replaced so that you had a new one and an old one trying to work together. The shop manual indicates that under those circumstances, the computer can come up with a false conclusion.
