how do I release the locked up seat shoulder belts?

Default how do I release the locked up seat shoulder belts?

I pulled a couple of seats out of a wrecked Chrysler convertible - with the idea of installing them in a 440 hardtop - just to get shoulder harnesses in the seats. Now I can't get the harnesses to release the belts.

Do I have to appy 12volts to the 2 wires under the seat to get the harnesses to release?

If not - how do I access the seat belt reel without damaging the cover - so I can fix the problem?

According to what I read in the service manual, there is a solenoid that controls the ratchet. It has to have voltage applied to it to release the belt.
