I though you would say that. thanks for the help. I am guessing that the clock spring mech is the connection between the elec on the sterring wheel and the computer- rest of the car

This seems to be a typical problem with Sebrings that turn 8-10 years old or so. I remember hearing it crack when I was pulling into a parking lot. My horn wouldn't STOP. It was pretty pathetic. But anyway, you might be ok with steering but the driver's airbag -- the one in the steering wheel column -- is likely disabled. If it were up to me, I'd have this taken care of ASAP.

I have pretty much the same issue. First airbag light styaed on at all times. Moved pass- seat back and forth a few time and light went out. Then the horn thing started randomley going off at time and I would actually have to press the horn to make it stop. I even noticed that if I bumped the streering wheel thw horn would sound.
Disconnected the horn connecction (electrical plug) from the horn. After this the airbag light is gone as well as the horn issue. This is not my fix, but it does resolve the issue at the moment. I am a little unsure of the repair that you guys are discussing.
