I HAVE A 2006 CHRYSLER SEBRING SEDAN 4DOOR AND LAST YEAR I BOUGHT 20IN RIMS FOR MY CAR BUT I HEAR RUBBIN SOUNDS IT SOUNDS LIKE THE TIRE IS RUBBING ON SOMETHING BUT WHEN I LOOK AT MY TIRE IT IS FINE THERE IS NO RUBB MARKS OR NOTHING AT ALL ON IT I REALLY HEAR THE RUBBIN SOUND WHEN I HIT THE BRAKES I JUST RECENTLY BOUGHT BRAND NEW BREAKS SO THATS NOT THE PROBLUM SOME ONE PLEASE HELP

Have you pulled the wheels off to inspect the back sides of the tires? Also check the wheel wells very carefully with a good light to look for signs of rubbing. If the new tire/wheel combination has a larger rolling radius, or a wider profile or a different offset, the chances of interference with the wheel well are pretty good because there isn't much room to spare.
If you can positively rule out any tire-to-wheel-well interference, then the next likely candidate is a bad wheel bearing. You might try spinning the wheels when they are off the ground. That may produce the noise, but may not without a load.
Could also be a dragging parking brake.
