Default No Wipers! Need Help Please!

Hi, I have a 2013 Chrysler 300 AWD. I currently have no windshield wipers. I checked the fuse and relay, both are working. The switch inside when turned on will "click" the relay. I checked and also have voltage at the wiper motor when the switch is turned on. The wire that shows voltage turns to ground when the switch is turned off. So I know I have the correct wire. Now here is where it gets weird. When I connect my OTC Encore scan-tool to the car it shows a wiper motor short. I don't remember the code off hand. Sorry. I really don't want to replace the wiper motor on a car with only 4K miles on it. Any help is greatly appreciated! Thanks

Update on the car. It has a salvage title, was in a very bad front end accident. The so called "body guys" gave me the car back with all sorts of electrical problems. I've fixed almost everything but these wipers!!!

The body codes i pulled from the bcm are, B2316-15 Wiper High/Low CtrlCir Short to Battery or Open and B2303-13 Wiper Park Switch InputCircuit Open. I dont have access to a wiring diagram or I'd be able to trace the wires. Can anyone please give me some info?

I found a wiper wiring diagram, tested the motor by pulling out wiper relay #2 and jumping a wire from positive to the terminals for wiper output high and then for wiper output low. the motor works. wiper relay #1 is working correctly, when the switch is turned on the relay closes and sends power to relay #2. Im not getting a signal from the bcm to control wiper relay #2. I believe it to be a Brown/Light Green Wire. I have no clue where the BCM is located???? Does anyone know where to find it? I looked in the right kick panel and found a module but it does not look to be the body control module!

My cluster is not the bcm. I can unplug the cluster and everything else will remain working. I just tried.
