I have a 3.5 so my questions might not make sense.
Did you ensure the mechanism is moving freely when you had the valve off?
Did you inspect the wiring carefully for breaks, cracks or chafing?
Did you check the pins in the plug looking for bent or loose pins?
Did you use good quality parts?
Did you try disconnecting the battery after installation to maybe clear the code?
Don't know if this will help, but these are the basic first things I would look at, hope it helps.

the part I got from eBay so not sure if it’s good but all the other stuff I did do I actuated the valve using a scanner and it turns freely and every single time without missing a beat, wiring seems good but I can’t see under the intake manifold which is where the wiring runs, I changed out the pcm because all tests I did point to that, would it be possible that a clogged intake manifold would cause this? Other than that I’m going to order an Autozone Dorman manifold valve and throw that on and see if it fixes jt

Did you activate the valve un-installed? If so, it worked ok? Did you attempt to turn the mechanism that the valve controls?
I guess the manifold could be gunked up, but not plugged, the car wouldn't' run.
If none of the things you have tried worked, my next step would be a known good shop.
I don't condone the "throwing parts" method of repair. But even more than that, I don't condone using AutoZone for anything. JMHO.
