Default Big steel donut weight inside front passenger bumper cover

I was under the 08 Pacifica this weekend, and I noticed a big steel weight on the end of a steel structure inside the front bumper cover. It was on the passenger side front - it was very loose, and made loud clunking sound as I rotated it around trying to figure out if I could tighten it down - I do have a frequent loud clunk from the front end during low speed maneuvers on bumpy pavement. Is this supposed to be loose? I can feel a bolt head down inside it - does anybody know what size it takes, and should I tighten it down? Is there some sort of bushing that keeps it from clunking that maybe disintegrated?

Any help appreciated.
