Default P0038 O2 Sensor Heater Circuit High

2004 Pacifica, 115K miles, AWD

Alright, I currently have the above alarm for Bank 1 Sensor 2. I know this is the heater circuit high for the second O2 sensor (the one in the cat). My issue is that I just replaced it and now have this alarm.

The back story is that the cat was clogged, so I replaced the cat, muffler and rear O2 sensor. The original sensor was physically damaged by the broken internals.

My question is; do I really have a DOA O2 sensor or is this a more complicated problem? The replacement cat was not OEM, but it was a direct fit replacement. My first fear was the cat was not doing a well enough job and the car knew it, but given the alarm I suspect that is not the case.

Any and all help is appreciated.

Default O2 sensor correct

The O2 sensor is correct per the box part number and Bosch website (15498). It was a direct plug in, I will check the plug itself.

Not sure where the fuse is, wasn't obvious in the fuse box under the hood. Will check the owners manual but additional guidance is appreciated.

What I failed to mention is that after I replaced the parts my wife drove for 2 days before it came back, maybe 50-60 miles tops. This code also came in when the cat was bad, but I thought that was from the damage.
