Default 02 Voyager surging

2002 Chrysler Voyager 2.4 126k miles.
Engine surges and splutters and occasionally dies at idle, this only happens with the a/c on. The revs become a bit erratic between 0 and 2000RPM. This does not only happen when the a/c clutch kicks in. It runs perfectly with the a/c off. It helps for about a week if I remove the IACV and give it a blast of carb cleaner, but then the problem returns. I've had the dealer look at it as well as another independent mechanic, but they say it shouldn't be doing that. No error codes.
I have replaced air filter, plugs, wires and PCV at 120k.
This is getting bloody frustrating and I hate throwing parts at an unidentified problem.
