Could be the power steering pump belt is slipping a little. A new one is pretty cheap. If you need tp pull the serpentine belt to get to it, change them both. Why wait to get stranded somewhere?

My 2002 ltd does the same thing. I read somewhere it could be the screen filter in the reservoir tank and/or the return hose is clogged, restricted or collapsed. as of 1-16-11 I have not done anything to it, I'll try the screen first.

Chrysler has released several bulletins on this issue, varying in years and models, all the way up to current.

Google "Steering HONK".......

Apparently all of the fixes involve Making fluid capacity larger, either by adding a bigger cooler, longer hoses or a larger Reservoir......

The cheap easy fix.......Overfill the reservoir by 3/8 ths of an inch......

Now....Before you go bashing it,.....Consider this as a trick used by a "Flat Rate " Chrysler tech.....

I'll certainly try that. Is there any validity to a dirty screen in the reservoir needing cleaning?

3 Years later maybe I can help, I remove all the oil it was black dirty and
install a small $30.00 cooler under the van use new oil and problem solve.

Before I did this, I replace the pump and was a big waste of time and money

In my case I had the vibration ánd a whining sound and I just filled up the reservoir with ATF+4 and it disappeared never to come back
