Default 2003 T&C LX Parking brake cable

Hello i have a 2003 T&C LX 3.8 FWD. i have never really needed to use my parking brake until my mother moved to a place will a steep driveway. i have noticed even though i replace the parking brake the driver side will drag until i take a pipe and tap that arm type object behind the wheel. 3 taps and it is free no real force needed i had it in the shop and they said it is seized rusted and rotted and inoperable and they want 500 to fix it. is there something i can lubricate to fix this or do i need to replace the cables? it is 4 wheel disc brake as well.

Infrequent use will cause the cables, linkages and levers to quickly seize. It needs a complete strip down, probably using heat on the levers at the back of the drum, lubricating and rebuilding..
