Default 2003 T & C power steering whine

I have a 2003 T & C Limited with all-wheel drive. It has 60K miles. A little while after buying it the power steering started whining. It sounds like it is low on fluid but it is full. Occaisionally it is hard to turn but mosy of the time it works well. Any ideas?

from what you described, it looks like PS pump is about to die.
for some reason, pump is not working well and that's when you hear wining. problem is, the steering rack doesn't like that either. if you turn the steering and the pump is not providing enough oil, there is too much pressure on the rack.

take it to the dealer for check up.
if there is too much freeplay on the pump or it looses oil or it makes sound when spinning, you need a new one. ASAP, to preserve the rack.

But first, (if you DIY) replace the plastic reservoir (it has a filter screen that clogs, about $25 USD). And put fresh ATF+4 in there too.
