Default Ignition key questions

Q. is it possible to have power to the cigar lighter when the ignition key is removed, to charge mobile/cell phone when away from vehicle?
Q. and how do you get the ignition key to switch to the acc' position?

I've got an 07 voyager and that has two outlets in the front, one is permanently live and the other is only live with the ignition. Not sure if earlier ones have the same feature, but try checking all the outlets to see if one is live.

If not, buy an outlet from a car spares place (only a couple of quid) and fit it via an inline fuse direct onto the battery
