Default No Start town and country

i have a 2003 chrysler town and country, it is a no start. i checked all fuses, relays. pcm was recently replaced. i jumped 30 and 87 and the starter only clicked, and sometimes it would crank other times just clicked. i checked for continuity at the relay and pcm, all wires are good. when i turn the key it just clicks and sometime starts, but not normally. would this be a starter problem??
no codes are found also.

any help would be appreciated!

Starter, specifically the solenoid contacts in the starter. Jumping the starter relay takes the control portion of the starting circuit (ign switch, PCM, TRS, relay) out of the picture and replaces it all with your little jumper wire. You are sending voltage directly to the solenoid contacts in the starter. If you see 12vdc at the solenoid connection on the starter when you hear it click you just confirmed all is well except the starter. Well almost. Make sure the starter connections are clean and tight. You can either replace the starter or just the contacts for half the cost.
