NVLD Mystery

NVLD Mystery
I got a 2006 Town & Country that has a P0441 code, so first I checked the purge solenoid (Ohmed out at about 15 Ohms), I bench tested it, appears to work fine. Then with the engine off using a hand vacuum pump hooked to the can hose I put the system under vacuum to test the NVLD switch, it pulled in. So next I started the engine and attempted to draw a vacuum on the system with the hand pump, it took a few more pumps as compared to when the engine was off but the NLVD switch pulled in.
So I reinstall the purge solenoid but only attach the intake manifold hose so I can feel for a vacuum on the can port, after a couple minutes I can feel the vacuum on the can port so I hook up the can hose and wait, but the NVLD switch never pulls in.
So as a final test I bypass the purge solenoid and connect the can hose directly to the intake manifold hose, and what do you know the NVLD switch pulls in!
I'm kinda stumped at this point, the only explanation I can come up with but seems very unlikely is that the purge solenoid works but is not opening as much as it should.
Any ideas?

u pretty much figured it out what is a 441 code?
P0441-EVAP PURGE SYSTEM PERFORMANCE
u by passed the purge and everything worked right? the purge is part of teh system that will close off and not allow vac to escape back into the intake so I would say U have crack inside of the purge solenoid leaking down .
