I had that problem with my 1995 Voyager. It turned out that the fuse for the air bag circuit was the same as the rear wiper. The wiper motor went bad and blew the fuse. I replaced the wiper motor and the problem was solved.
You didn't say what kind of car you have. Look in your owners manual to see which fuse is associated with the air bag and check that fuse.
If that doesn't help, you will need to have the dealer scan your car with their DRB 3 scaller, as suggested by Tech. They will probably charge you $85 for the privilege but will usually apply that to the cost of repairs.
