Question 98 Town & Country multiple issues

Yesterday I purchased a 98 Town & Country minivan. There are a few issues that I cannot figure out. The cigarette lighter plugs do not work, the power rear vent windows do not open and the dashboard light does not work. Are these all related? I do have message lights on dash, and in the command bar above the dash, but the light that illuminates the speedometer, tack is out. My brother checked all the fuses and one was out, replaced but that did not solve the problem. This is the first Chrysler I have owned, always had Fords or Chevys.

Sometimes those rear vent windows just get stuck from non-use. You might be able to free them up by having one person carefully "help" the window open while the other operates the switch. Don't manhandle it, just help it along.
The car is 15 years old, and if those are its only problems, it's doing pretty well.
