P0352 over 12 volts when running

Default P0352 over 12 volts when running

I have a 2000 chrysler concorde with 2.7 that has code p0352. I switched coil pack to different cylinder and cleared codes. This code came back up. I checked the wire to coil while engine running and was 13 to 14 volts. All other cylinders are delivering 10 11 volts. What would cause high voltage to the coil pack?

while car is running should be charging voltage which is 13-14 volts. the other wire on the coil is a ground pulse do you have it?

Maybe I am testing it wrong. Can you tell me how to correctly test the COP with voltmeter?

two wires one 12v "13-14 when running" and one a ground from the PCM "when running as well"
U will need a fast enough volt meter to see any ground on the other wire or it will look like nothing or the lower end volt meters.
