Default 03 T/C A/C not cold below 2000RPM

My 03 Town&Country AWD 3.8l does not put out very cold air below 2,000 RPMs. Also; the previous owner said it may overheat when idling with the A/C on. I checked the low-side freon pressure (engine on and A/C on max) with a store-bought kit; it reads in the red, like it's overcharged. The compressor makes a sort-of groaning noise in tune with RPMs when its clutch is engaged. I don't see a lot of debris on the condenser. I think the radiator fans aren't kicking in when they should in order to pull cooler air across the condenser. Any advice for what I can do before spending the $$$ to take it in would be much appreciated.

If it's overcharged, then the first thing to do is get the charge correct.

The fans are controlled by the engine computer and turn on when certain conditions are met. To know if they are working properly you need appropriate testing equipment that can read engine coolant temperature, etc.

You can jump the fan relays to see if the motors work.
